The D.E.C.A. Framework is a four-step roleplay strategy: Define the problem, Evaluate the situation, Create solutions, Apply above-and-beyond. It structures your 10-minute presentation to hit every scoring dimension judges use.
This practice framework helps organize a response around the problem, evidence, alternatives, and implementation. It does not guarantee a score or placement.

Restate the scenario in one clear sentence. This is not a summary -- it is problem identification. Judges want to see that you understood the core business challenge, not just the surface details.
Scenario: A hotel has 35% off-season occupancy. Your define statement: "The core challenge is seasonal revenue concentration -- 65% of annual revenue comes in a 4-month window, creating cash flow instability and underutilized fixed assets for 8 months."
Analyze the data the scenario provides. Calculate metrics if numbers are given. Identify 2-3 root causes. Name the relevant performance indicators. This is where you show analytical depth.
"Looking at the numbers: with 200 rooms at $189 ADR peak and $129 off-peak, current RevPAR is $128.52 peak and $45.15 off-peak -- a 65% drop. The root causes are: (1) no corporate or group sales strategy for off-season, (2) no package deals combining rooms with local attractions, (3) pricing is static rather than dynamic. The relevant PIs here are Revenue Management, Marketing-Information Management, and Product/Service Management."
Propose 2-3 specific, actionable recommendations. Each must answer: What exactly do you recommend? How do you implement it? What does it cost or how long does it take? How do you measure success? Vague advice kills your score.
"Recommendation 1: Launch a corporate retreat package targeting companies within 100 miles. Include meeting space, catering, and room block. Price at $159/night (23% above off-peak ADR). Implementation: hire one group sales coordinator, build landing page, target 50 companies via direct outreach. Timeline: launch within 60 days. Success metric: fill 30 room-nights per week from corporate groups by month 4."
If time remains, connect your recommendation to a relevant business concept. Use only facts you can source or assumptions you clearly label; the addition should support the core response rather than replace required criteria.
"One more thing to consider -- this connects to total revenue management. I would test revenue opportunities across rooms, events, and food-and-beverage, then compare contribution margin before expanding the strongest pilot."
You get 10 minutes to prepare after receiving the scenario. Here is how to spend them:
Read the scenario twice. Identify the core problem and any data points. Write your Define statement and key metrics for Evaluate.
Build your Create section. Write 2-3 recommendations with implementation details, costs/timelines, and success metrics. This is the bulk of your prep.
Choose your Apply concept. Write one sentence with a theory name, stat, or case reference. Practice your opening sentence out loud.
1 min Define, 3 min Evaluate, 4 min Create, 1-2 min Apply. Leave 1 min for judge questions if time allows.
A four-step roleplay strategy: Define the problem, Evaluate the situation, Create solutions, Apply above-and-beyond. It ensures your presentation hits every scoring dimension.
No. The D.E.C.A. framework is a CompeteAI strategy tool. DECA.org provides event formats but not structured roleplay strategies.
No single framework fits every event or rubric. Use this as a practice structure, then adapt it to the published instructions and evaluation form for your event.
CompeteAI offers AI-scored roleplay practice that evaluates your response against each framework step. The AI feedback tells you which step was strongest and which needs work.
